"The proposed action would result in a significant change to the existing neighborhood character of the project area. The low-scale buildings containing residential, commercial, and manufacturing uses that currently exist on the site would be replaced by large office buildings, and, therefore, the project would significantly alter the land use and the streetscapes now existing on the site. In addition, the existing street grid would be replaced."
